The second level of evaluation occurs during the Phase I. Grantees and contractors are responsible for demonstrating that it is possible, practical and reasonable to proceed to the Phase II. They are required to convene focus groups of potential end-users and experts to discuss the content, format, delivery and usefulness of the proposed product. Content validity and preliminary usability testing are conducted to produce a product prototype. Phase I results are included in the Phase II application and evaluated by an NIH review panel. If the Phase II is funded, the awardee is responsible for developing, implementing and evaluating the impact of their product in a large study. |
