The first level of evaluation is NIH review. Grant applications are reviewed and scored by NIH recruited subject-matter experts who evaluate the scientific, technical, and commercial merits of each proposal to ensure that only proposed products with significance and applicability are considered for funding. The review panel consists of academics and small business owners that have experience in developing or implementing and evaluating interventions or programs in community-based or other non-academic settings or have developed ehealth products.

Contract applications are reviewed by similar experts and non-NCI government staff with expertise in the contract topic area. Unlike grants, at the end of the Phase I, contractors are invited to NCI to present their findings and demonstrate their prototypes to an evaluation panel. The panel includes NCI staff and topic experts from other NIH institutes and non-NIH organizations. Based on the merits of the Phase I outcome, the review panel decides whether or not the contractor will be invited to submit a Phase II application.
